The Portuguese Government will settle a new Agency, the Clinical Research and Biomedical Innovations Agency (AICIB), in the city of Porto.

As stated by the Portuguese Government, "the agency will work as an effective means of promotion and development of clinical research in Portugal". The new entity will rely both on public and private investment, with an estimated budget of 20 million Euros by 2023.

The resolution by the Ministerial Cabinet of 15 February 2018 authorising its constitution indicates that the fundamental goal of establishing such an agency is to "place Portugal among the most attractive countries to conducting clinical trials within the European Union till 2020, with increased value for patients, for the health system, for the academia and even for society".
